Bucharest will host Outernational Days festival this weekend. Run by The Attic editorial team, this will be the festival's inaugural edition. “The project was born out of a cultural need [to explore] a very wide musical spectrum, to which the Romanian audience lacked access until now,” the organisers explain in their mission statement.

“Outernational is a relatively new term used in musicology," they continue, “and it refers to contemporary musical genres particular to peripheral cultures that do not identify with western norms [...] The Outernational movement is characterized first and foremost by diversity.”

The line-up includes Andy Votel, Baba Commandant & The Mandingo Band, Booty Carrell, Dan Armeanca, Harry Tavitian, Idris Ackamoor & The Pyramids, Laurent Jeanneau, Rabih Beaini (with a premiere of his and Vincent Moon's A/V project), Raze de Soare and others. The Wire contributor Francis Gooding will also be present hosting a panel titled The Outernational Condition while Turkish musician Okay Temiz will host a percussion workshop.

The Wire Soundsystem and the Grouphums will be supporting Andy Stott at London’s recently reopened Jazz Cafe in July. The concert follows the release of Stott’s Too Many Voices album, which was described by Joe Muggs in The Wire 388 as “changing our understanding of sound, data, memory and our own bodies in musical space”.

The Andy Stott event is one of a series of prestige nights heralding the relaunch of the longrunning North London venue after its lengthy closure for renovations. Forthcoming dates include Kelis, Mo Kolours, Arrested Development, Heatwave, Amp Fiddler, Suger Hill Gang and many others.

The Wire Presents: Andy Stott will take place on 21 July. Tickets £20.

Details for the annual Tusk festival have been pouring out over the last few months. The main festival weekender will take place in October in its new home at Sage Gateshead. Acts confirmed for the latest edition of the longrunning North East event include Eiko Ishibashi, Guttersnipe, Hen Ogledd, Eddy Detroit, Soldier Garage, Los Siquicos Litoraleños, Senyawa, Wolfgang Voigt, Skull Mask, Rubber O Cement, Ashtray Navigations and Porest. The Wire's Editor Derek Walmsley will also be there to host talks on subjects still to be confirmed.

As well as the autumn weekend the new partnership with the Sage gives Tusk the opportunity to run a series of events all through the year leading up to the festival. The first event, on 15 July at Sage, features Rangda, Bridget Hayden and Shareholder. Weekend tickets are on sale now, with individual day tickets available from August.

Tusk festival will happen between 14–16 October.

UK based electronic artist Dale Cornish has released a track in response to a one-sided Twitter conversation between himself and UKIP campaigners determined to leave the European Union.

Cornish, who was sent the map pictured here, began the online conversation with a tweet reading, “Hi! could you explain this map I got sent pls? why are Iraq/Syria orange? thank you @VoteLeaveUKIP” – a question which apparently presented the political party with something of challenge.

The Fridman Gallery in New York City is hosting a solo exhibition and performance series by musician and artist Matana Roberts. Running between 26 June–10 July, the exhibition is an expanded version of the one-night installation and orchestral performance Roberts developed during her Whitney museum residency back last summer. Originally called Red, White And Blues, the exhibition focused on what Roberts described as “the perplexities of what it means to be American in the 21st century”.

I Call America is Roberts’s “multi-media quilt”, consisting of “several large-scale videos and tapestries”. A concert series featuring a selection of musicians responding to Roberts's ideas will run alongside the exhibition. Contributors include Nate Wooley, Mary Halvorson, Ingrid Laubrock, Fay Victor, Joe Morris, Henry Grimes, and more.

Brighter Sound and Manchester’s Museum of Science and Industry will be hosting an artists’ residency led by Anna Meredith. Taking place between 18–21 July, the four day workshop will help young and emerging female musicians and multi-disciplinary artists create a new work that will be premiered at the museum’s Science In The City Late on Wednesday 27 July.

“This fascinating museum is going to be a brilliant starting point for new musical and visual work and I can’t wait to see what we all come up with,” says Meredith. “I’ll be bringing in my longterm collaborators, workshop­ leader and guitarist Jack Ross and my sister, visual artist Eleanor Meredith, with whom I’ve worked on several successful cross­ media projects over the years. We’re all passionate about supporting young female creators, and collaborating on new work in such an inspiring setting will be a great place to work together, exploring both collaborative large group pieces and giving space to develop individual ideas.”

The plan is for participants to create works inspired by the Wonder Materials: Graphene And Beyond exhibition, which will be on display at the museum from 23–25 July. Submissions are welcome from female musicians and artists aged between 16–24. £100 expenses will be covered, with the deadline for applicants set at 5pm on 1 July

Aphex Twin has released his first video for 17 years, directed by Ryan Wyer, age 12, of Rush, County Dublin. Wyer was commissioned to direct, edit and produce the video for the track from the upcoming Cheetah EP after Warp and Aphex Twin encountered his work through his YouTube channel epic1:40d Gaming.

Cheetah is released by Warp on 8 July.

The next wave of acts confirmed to appear at Portugal's Semibreve festival has been announced. Joining Andy Stott, Paul Jebanasam & Tarik Barri and Ron Morelli will be Tyondai Braxton, Kaitlyn Aurelia Smith, Oliver Coates and Nídia Minaj. Now in its sixth edition, the event will take place this coming October at various venues in the city of Braga, including the historic Theatro Circo and the restored 18th century building Casa Rolão.

The festival will also be hosting the Edigma Semibreve Award, which “seeks to celebrate and promote the creation of works that explore the interactivity, sound and image supported through the use of digital technologies”. The €2500 award is aimed at both solo and collective projects, and the closing date for submissions is 24 July. More information can be found at the Semibreve website.

The festival will happen between 28–30 October. Early bird tickets, priced at €30, are available until the end of June.

Tonight at 8:30pm (7:30pm BST) the digital opera and concert The Transmigration Of Morton F will screen online. Directed by Sjaron Minailo and with music composed by Anat Spiegel, the internet based performance slated as a “digital opera, computer game and visual ritual in one” was inspired by science fiction writer Philip K Dick (in particular The Transmigration Of Timothy Archer), film director David Lynch and composer Morton Feldman.

The opera has composer Joan La Barbara play the lead role as herself. During a trip to Holland she finds herself in pursuit of an anonymous person she believes to be the reincarnation of Feldman

“The hidden layer of La Barbara’s mind comprises in distinct scenes, filmed from her perspective,” explains the synopsis. “In each of these scenes, the mysterious figure leads La Barbara to an Amsterdam location, which is represented by a fragment from her subconscious as well as a visualisation of a short piece of music by Feldman. The compositions are Straigts Of Magellan, Chorus And Instruments 2, Vertical Thoughts 5 and Only.”

The score to the screening features Spiegel creating new compositions out of original Feldman works as an “incantation evoking Feldman's spirit”. She describes these pieces as representing “his reincarnation in modern music”.

Joan La Barbara's debut record Voice Is The Original Instrument has been reissued for the first time in its original format by The Wire contributor Jennifer Lucy Allan's label Arc Light Editions. First released in 1976 by Wizard Records, the recording features no instruments other than the voice. You can listen to an excerpt below.

Psychedelic fanzine Galactic Zoo Dossier has returned after a four year hiatus. Last published in 2012, the comeback issue also marks the magazine’s 20th anniversary, and it’s an interview special, reporting encounters with the likes of Shirley Collins, Michael Chapman, Giorgio Gomelsky, Edgar Broughton, Arthur Brown, and others. It also features a full set of Damaged Guitar Gods/Astral Folk Maidens trading cards and a mixtape (actually on a cassette tape) promising “unreleased magical sounds by Bang, Comus, Edgar Broughton and MORE!!!!”.
